ObjectivesFund scope

Launched in 2008, the UN-REDD Programme Fund supports national partners in reducing emissions from deforestation and degradation (REDD+) through readiness efforts in 65 partner countries in Africa, Asia-Pacific, and Latin America.

Multi-stakeholder and cross-sector dialogue is essential for anchoring REDD+ initiatives in local communities where indigenous people and local organizations are most affected. Working alongside public outfits and private business, together we improve forest resource management, reduce carbon emissions, and enhance carbon forest stocks. Along with contributing to national sustainable development, the primary outcomes of Fund programmes are to: 

• Mitigate climate change through REDD+ and reap additional benefits.​
• Increase country contributions to the mitigation of climate change, measuring, reporting and verifying that necessary institutional arrangements are in place.
• Implement and safeguard REDD+ contributions with policies and effective institutional arrangements.

Built into Fund initiatives are the four cross-cutting themes of forest governance, tenure security, gender equality, and stakeholder engagement. All are mandatory for achieving inclusive and sustainable results in the fight against climate change.

Theory of change and strategic framework

To reduce forest emissions, enhance forest carbon stocks, and advance national sustainable development, causal relationships between drivers of degradation and slow growth are addressed in tandem. The UN-REDD Programme Fund supports shifting government capacities alongside societal behaviours to better meet the UNFCCC requirements on REDD+ and generate measurable carbon and non-carbon benefits.

The two assumptions linking action with achievement are procuring sufficient results-based financing, and augmenting political will to undertake the national reforms necessary to reduce deforestation and forest degradation, and create other biodiversity paybacks. To shuttle countries from REDD+ readiness to REDD+ implementation, national ownership is a given. The Fund supports stakeholders in developing national strategies, action plans, and safeguarding information systems that prioritize focus areas plus the desired social and economic benefits.

GovernanceGovernance arrangements

Programme Assembly

A broad multi-stakeholder forum responsible for fostering consultation, dialogue and knowledge exchange among stakeholders. 

Executive Board

The Board provides general oversight for the Fund, taking decisions on the allocation of resources and carries out various roles including (but not limited to), operational guidance, approval of the results framework, request fund transfers, and developing resource mobilization strategies.

National Steering Committee(s)

Allocations approved by the Executive Board are channeled to programmes overseen and guided by a multi-stakeholder National Steering Committee. Co-chaired by a designated government official and the Country Director or Representative of the lead United Nations organization in-country, the National Steering Committee is responsible for supervising implementation of Fund programmes. 

Secretariat

Supports governing bodies by overseeing Fund operations, advising the Executive Board on strategic priorities, programmatic and financial allocations, and underwriting programme and appraisal processes. As the primary point of contact, members of the Secretariat liaise with other REDD+ initiative partners, including existing and potential donors. The Secretariat develops and manages reporting, monitoring and evaluation functions, mobilizes funds, and promotes the UN-REDD Programme Fund—sharing information with external partners and facilitating interagency collaboration and communication.

Administrative Agent

Participating Organizations receive funds through the Administrative Agent, Multi-Partner Trust Fund (MPTF) Office. The Administrative Agent is responsible for the receipt, administration and management of contributions from donors, disbursement of funds to Participating Organizations, and consolidation and dissemination of progress reports to donors. 

Participating Organizations

Programme implementation is the responsibility of Participating Organizations. Each organization is programmatically and financially responsible for resources received.

Results

In support of nationally-led REDD+ processes, the UN-REDD Programme Fund promotes informed and meaningful stakeholder participation in improving forest resource management, reducing carbon emissions, and enhancing carbon stocks in forests. Implementing national and international REDD+ priorities and commitments contributes to reaching national sustainable development targets and 2030 Agenda achievement. ​
