Expanded DaO Funding Window (EFW) approves first tranche of 2011 allocation to 19 countries

New York - The Steering Committee of the Expanded Delivering-as-One Funding Window for Achievement of the Millennium Development Goals (EFW) has allocated a total of $43.4 million to 19 countries in support of UN coherence and to support nationally-led and owned programming processes to help UN Country Teams to Deliver as One. Following the approval, the MPTF Office – in its capacity as the EFW Fund Manager – has made transfers to the 19 One UN Funds.

The amount approved for funding was the first tranche of the 2011 allocation and was made possible through contributions from the Netherlands, Norway and Spain.

The allocations will be channelled through the respective countries’ Delivering as One/One UN Funds to support programmes implemented by Participating Organizations.

In 2009, the EFW made allocations to 12 countries amounting to $81,462,000. In 2010, 17 countries received allocations amounting to $83,766,000. Cumulatively, including the 2011-allocation of $43,400,000, the EFW has to-date allocated $208,628,000 to 19 countries.

Background: The EFW was launched by the Chair of the UN Development Group and the Governments of Spain, Norway and the United Kingdom in September 2008 as a multi-donor funding mechanism that provides resources to support nationally-led and owned programming processes to help UN Country Teams to Deliver as One.Specifically, the EFW is designed to: i) Respond to the need for additional, un-earmarked, more predictable funding;  ii) Provide a channel for additional resources to fill funding gaps for UN country programmes;  iii) Allow donors to support integrated UN Programmes in countries where they may not have a bilateral presence or country-level funding mechanisms; and iv) Reduce the transaction costs associated with the separate and multiple financing agreements required to manage earmarked resources.

The MPTF Office is the EFW Fund Manager. Its responsibilities include the receipt and management of contributions from donors, and transfers of such funds to DaO/One UN Funds in accordance with the approved EFW Steering Committee allocations. The Fund Manager also prepares an annual Source and Use of Funds report on the EFW and submits this to the EFW Steering Committee along with the Consolidated Annual Progress Reports prepared by the respective Administrative Agents of the DaO/One UN Funds that have received allocations from the EFW. So far, the MPTF Office is the Administrative Agent of all the 19 DaO Funds.
