About

In line with UN Delivering as One reform and the United Nations Development Assistance Framework (UNDAF, 2014-2018) , the United Nations System in Kenya has mobilized all its agencies, funds and programmes to formulate a joint programme in support of the implementation of the Turkana County Integrated Development Programme (CIDP), in full partnership with Turkana County stakeholders. The Turkana Integrated Development Programme (Turkana County-United Nations Joint Programme) is also aligned with Kenya’s Vision 2030 and its second Medium Term Plan, at national level.

Being an integral part of the national UNDAF 2014-2018, the Joint Programme for Turkana will focus on the four strategic results areas agreed between the UN and the Government, i.e. i) transformative governance; ii) human capital development; iii) inclusive and sustainable economic growth; and iv) environmental sustainability, land management and human security.

To support the Joint Programme, the Turkana Transformation Multi-Partner Trust Fund has been established as the main funding instrument for mobilizing donor and government resources. The Fund will become a centre of gravity to improve aid effectiveness, increase alignment among stakeholders and reduce transaction costs for donors and implementing partners.

The Turkana Transformation Fund offers a coordination mechanism to donors by harmonized approval, disbursement, and monitoring and reporting processes. As such, the Fund will provide the following services:

  • Broadened funding base by pooling funding from different donors
  • Strategic and coordinated allocations to participating agencies
  • Reduced transaction cost and streamlined processes via a pass-through mechanism

 

In addition, the flexibility of the Fund allows responses to any emergencies and contingencies that may arise. For example, the Turkana County is prone to natural disasters, such as flash floods and draughts. The region is also susceptible to conflicts and political violence during electoral periods. The fund will be able to finance unforeseen priorities that may occur in such scenarios.  

 

The fund will also cover, through direct costs, the support to the Fund Secretariat Office i.e. the Delivering as One Office in Turkana, and the required structures to perform the joint tasks, including monitoring and evaluation of results, and the development and implementation of one effective fund raising and communication strategy, among others.
