Refugee movements and migration are at the centre of global attention as a result of record levels of displacement, human suffering, the socio-economic impact on host communities and the complex political ramifications in many countries. Refugee and migration issues are inherently transnational and fundamentally political in character, and the United Nations is the global, multilateral institution best placed to build an effective, norm-based and principled response.
To implement commitments of the UN Summit for Refugees and Migrants convened last 19 September 2016, the UN has established a trust fund for the intergovernmental conference and its preparatory process, primarily to support the travel and participation of representatives from developing countries, in particular the least developed countries, and support the activities related to the preparations of the Conference.
The UN MPTF to Support the Global Migration Compact will ensure a coherent UN System contribution through a common financing mechanism, building on specific UN Agencies, Funds, Programmes, Departments and Related Organizations’ mandates, existing procedures, partnerships, and comparative advantages. The Trust Fund will support the following Objectives:
Objective 1: Support the travel and participation of representatives from developing countries, in particular the least developed countries for the intergovernmental Conference and its preparatory process
Objective 2: Support the activities related to the preparations of the Conference
Objective 3: Operationalize the commitments of the New York Declaration
The Advisory Committee of the UN MPTF to Support the Global Migration Compact is chaired by the UN Special Representative of the Secretary-General for International Migration. The Advisory Committee provides guidance to the Chair in the management of the Fund. The Advisory Committee also serves as a forum for discussing strategic issues and sharing information on funding coverage. The Advisory Committee consists of the following members: UN Special Representative for International Migration (as a Chair), IOM (as the global programmatic lead), UNHCR, OHCHR, UNDP, UNODC, ILO, UN Women and UNICEF, and up to three donors. IOM, as the global lead agency on migration, supports and advises the Chair of the Advisory Committee on the strategic direction of the Fund. The MPTF Office serves as ex-officio member of the Advisory Committee.
The Chair of the Advisory Committee is supported by a joint Fund Secretariat based in the Office of the SRSG for International Migration and IOM. The Fund Secretariat provides administrative support to the Chair of the Advisory Committee, supports fund mobilization efforts led by the Chair; organizes calls for and appraisal of proposals; and monitors and reports on the Fund’s programmatic and operational performance to the Advisory Committee.
The UN MPTF to Support the Global Migration Compact is administered by the UN Multi-Partner Trust Funds Office (http://mptf.undp.org), acting as the Administrative Agent. The MPTF Office is responsible for Fund design and set-up, the maintenance of the Fund account, the receipt of donor contributions and the disbursement of funds upon instructions from the Chair and provision of periodic consolidated reports.
Proposals to finance the objectives of the intergovernmental conference and its preparatory process will be supported by the Fund. The UN MPTF on Migration will allocate funds to Recipient Organizations (UN Agencies, Funds, Programmes, Departments, and Related Organizations), based on Organizations’ proposals. Joint Proposals are encouraged as they will strengthen the value proposition, avoid overlap, and promote coherence of actions. Operational procedures of the UN MPTF to Support the Global Migration Compact are streamlined to facilitate rapid fund allocation processes.
How to Contribute
Contributions to the UN MPTF on Migration may be accepted from Member States, regional legislative bodies, inter-governmental organizations, businesses, and individuals.
In order to contribute to the Fund, the Standard Administrative Arrangement with the MPTF Office needs to be signed. Contributors are encouraged to provide un-earmarked contributions. If due to specific donor preferences the un-earmarked contributions are not feasible, donors may earmark their contributions to a specific objective of the Fund.
Participating Organizations are required to submit final year-end expenditures by April 30 in the following year; Interim expenditure figures are submitted on a voluntary basis and therefore current year figures are not final until the year-end expenditures have been submitted.
