Programme Description:

This programme was developed as one of the objectives of the One UN Programme 2007-2010 “Building Capacities for Development” in Uruguay. 

The joint programme will support the Steering Commission of the Plan Juntos in designing and implementing a programme that improves the social and housing integration of vulnerable populations.

Development Goal:

UNDAF (2007-2010) 3. “By 2010, the country will have advanced in the design and management of policies which will make possible more equitable starting conditions and increased access to good social services as well as confronting discrimination and promoting processes of social integration”.

UNDAF (2011-2015) 3.  Advance in the social development (with particular emphasis in the areas of early childhood development, health and education) toward the reduction of inequality and its different forms of expression (inter-generational, gender, racial and territorial).

Outcome:

One UN Programme (2007-2010) Outcome 3.  By 2010, the country will have advanced in the design and management of policies which will make possible more equitable starting conditions and increased access to good social services as well as confronting discrimination and promoting processes of social integration. 

UNDAF Action Plan (2011-2015) The State will have implemented policies of social cohesion (in particular habitat and residential integration) toward the reduction of excluding gaps expressed throughout the territory and with the Diaspora. 

Outputs and Key Activities:

1.      Steering Commission of the Plan Juntos strengthened through technical assistance.

         1.1 Support the design and operations of an action plan promoting interministerial and interagency agreements needed.

         1.2 Support the Steering Commission of the Plan Juntos.

2.      Five-year Plan strengthened in its design and implementation.

         2.1 Evaluate and systematize the lessons learned through the pilot experiences.

         2.2 Support the analysis and incorporation of environmental issues in the design of the five-year plan including the development of a methodology to evaluate the environmental conditions of the selected sites.

         2.3 Support the design and implementation of the five-year action plan.

3.      Two pilot experiences of the Plan Juntos (social and housing integration) in selected areas supported.

         3.1 Community Schools supported.

         3.2 Programme to work among households with pregnant women and infants implemented.

         3.3 Innovative programme for labour insertion for the poor designed and implemented.

Procurement:

Procurement activities will be conducted through participating UN Organizations and the national implementing partners.
