About
Project Description: As part of preparations for Guinea-Bissau’s legislative elections scheduled for 16 November 2008, the project aims at providing support for the conduct of urgent and vital voter registration and voter civic education campaigns nationwide.
Peacebuilding Goal: The project will enhance efforts at strengthening democratic governance, particularly inclusive participation in the national electoral process, by providing a database of eligible voters and sensitizing the national voting population towards involvement and participation in a proper conduct of transparent and credible legislative elections. This democratic exercise will help strengthen ongoing efforts at post-conflict peace consolidation and development.
Immediate Objective: Nationwide conduct of voter registration, backed by voter civic education campaigns, to compile a reliable database of eligible voters to be used immediately for the legislative elections scheduled for 16 November 2008
Outputs and Key Activities: Outputs: 1. Voter registration exercise is successfully conducted and completed; and 2. Voter civic education campaigns are concurrently organized and successfully implemented. Activities: 3. Procure various voter registration equipment and materials and contract and train personnel (trainers and registration agents); 4. Prepare a nationwide voter registration map and support the logistics operations for the exercise; 5. Conduct nationwide voter registration and produce registration cards for issue to registered voters; and 6. Concurrently carry out voter civic education campaigns.
Indicator and Benchmarks: 1. Voter sensitization campaigns are confirmed through an enhanced rate of participation of voters in registration exercise; 2. Voters’ register is prepared, verified and published, in accordance with electoral regulations, and voter registration cards are produced and issued; and 3. Follow-up reports and monitoring guidelines are put in place.
