In its Resolution 60/251, the United Nations General Assembly requests the new Human Rights Council (HRC) to, inter alia, undertake a Universal Periodic Review (UPR), based on objective and reliable information, of the fulfilment of each State of its human rights obligations and commitments in a manner which ensures universality of coverage and equal treatment with respect to all States.  Iraq is scheduled to be examined by the UPR Working Group of the HRC in February 2010. This project will focus on developing the capacity of the Government of Iraq to meet its obligations, as well as the capacity of Civil Society to fulfil the role assigned to them within the context of the UPR. These two elements will be addressed through a capacity building program including training, workshops and technical advice and assistance designed to enable both the Government of Iraq and the civil society organizations to meet their reporting requirements.  A final conference gathering Iraqi stakeholders will facilitate discussions on the recommendations of the Human Rights Council and possible way forward.
