All AWPs in PCFP contribute significantly to influence the development of the next 5 year SEDPs 2011-2015 at the national and sub-national levels. All AWPs also contribute to the objectives of the current SEDP at national and sub – nationals level. All AWPs also contribute to the objectives of the current SEDP at national and provincial level, focusing in particular on the "MIC trap", i.e. ensure that no children are left behind and that growing inequities and disparities are reduced. As such, the programme maintains a focus on the "unfinished agenda" from the MDGs so that it can support Viet Nam from falling into the "MIC trap." With its engagement in HCME. which has already attained MlC status in the country, the work focuses on complex issues related to children in such a dynamic and urban setting - migrant children, trafficking, street children, children in conflict with law.

National strategies:

Deliverables under the IU contribute to the goals  and targets of the national and subnational SEDP (2006-2010) as well as the National Plan of Action for Children (2001 -2010). With focus in the MDGs, other local capacity building in SED planning and budgeting, most of the deliverabJes are in line to the Prime Minister's Directive 33  of 2004 to further strengthen the decentralisation process.

While addressing the core issue of disparity, deliverables under the multi-sectoral components of various provincial projects contribute to build capacity of local authorities to plan and implement evidence-based sector plans health, nutrition, education, water & sanitation - thereby contributing to achieve MDG goals (primarily 2,4,5 and 6)at the sub-national level. This is very important because althoughViet Nam has achieved most of the MDGs at national level, it has not done so in all provinces, hence this programme's support to disparity reduction in the context of the MDGs is critical.

Deliverables contribute to the priority areas laid down by OPSC focus on thematic issues that contributes to MDGs, SEDPs and One Plan outcomes, potential long term sustainable impact, support to ongoing activities that have demonstrated good performance, approved programme and projects with government.
