About
To contribute to the alignment of Vietnam's drug control-related with international treaty and convention n standards and obligations; particularly in regard to creating an enabling environment for drug dependence and HIV services for drug users. National sectoral Plans: National Drug Control Masterplan (2006-2010); National Strategy on national development Drug Prevention and Control to 2020, with a Vision to 2030 MDG 6 : SEDP (No. V; Task 205)
International Treaties: UN Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988 AWP includes strategic focus on international health and human rights-related implications of drug and control policy development. Rights holders are 'people who use drugs', and the duty bearers are law enforcement and health officials, as well as other local government and Party officials. Design and enforcement of several current 'drug control' policies stigmatises drug users, and leads to active discrimination against drug users in basic health service provision, the involuntary detention of drug users in administrative facilities, and the arrest of drug users accessing legal HIV and other health-related services. The objective of this IU is to assist the Government of Vietnam to revise these policies and to advocate for the alignment of these policies with Vietnam's human rights-based duties and obligations as articulated in the various Covenants and international Treaties to which it is a party.
