JV Programme 16: Local Governance & Decentralization (UNDP/UNICEF)

Programme Description:

Set within the context of the decentralization programme, the project will focus on strengthening the capacity of the traditional leaders and chiefdom councils to play an effective role in local goverance and promotion of child rights. Firstly, the decentralization policy will be completed and the Local Government revised accordingly. This will be followed by systematic engagement with the traditional leaders to strengthen their leadership skills which will now be based on an organized system which has been codified in the policy and law.

Development Goal and Key Outcomes:

  • Transparent, accountable and democratic goverance advanced at national and local levels
  • Training of the newly consitituted committees on their roles and responsibilities and how they relate to the decentralization policy and Local Government Act (UNDP) 
  • Orientation of the newly elected paramount chiefs on chiefdom administration and their role in decentralization (UNDP)
  • Consultative meetings with district officials and paramount chiefs on the new decentralization policy (UNDP)
  • Local capacity to promote and protect child rights (UNICEF)

Key Activities:

  • Hold workshops to raise awareness among the Local COuncils and community leaders on the situation of children and women within their districts through the dissemination of child rights indicators from MICS and DHS, so that they can take appropriate action to address them (UNICEF)
