Purpose:

The project is aimed at creating enabling environment to effectively prevent and eliminate the worst forms of child labour through education by:

a/ supporting the development of a curriculum for a non-formal/transitional education programme (catch-up classes) for children with breaks in schooling or who dropped out from secondary education with a view to further mainstream children into formal education,

b/ building the capacity of the education specialists to deliver the non-formal/transitional education programme in Kyrgyzstan and of the key stakeholders to mainstream child labour into education sector plans,

c/ raising the awareness of the general public on child labour and the importance of education, including the Child Labour Monitoring System,

d/ knowledge sharing, collection and dissemination of the lessons learned and good practices.

The project contributes to: a/ the ILO Global Action Plan that sets the internationally agreed goal of eliminating the worst forms of child labour by 2016b/ the Decent Work Country Programme (DWCP), c/ the implementation of national efforts to prevent and eliminate child labour by supporting the ILO Global Jobs Pact which outlines strategies to guide a recovery from the present economic crisis, d/ the Millennium Development Goals (MDGs), e/ UNDAF for 2012–2016, f/ One UN Programme 2010-2011, g/ Global Initiative on Out-of-School Children, and h/ State Programme of Actions by Social Partners on Elimination of the Worst Forms of Child Labour for 2008-2011.

Development Objective:

To contribute to the prevention and elimination of the worst forms of child labour in Kyrgyzstan by providing educational opportunities to children with breaks in education or who dropped out from secondary education.

Immediate Objective:

At the end of the project, a curriculum for non-formal/transitional education programme (catch-up classes) for children with break in schooling or who have dropped out from secondary education will have been developed and approved and the capacity of 130 teachers, school principals and education specialists to address child labour and implement the curriculum will have been strengthened.

Expected Outputs:

OUTPUT 1: A curriculum for non-formal/transitional education programme (catch-up classes) for children with breaks in schooling or who dropped out from secondary education developed and approved by the Ministry of Education and Science and Kyrgyz Academy of Education.

OUTPUT 2: 130 teachers, school principals and education specialists trained on child labour, SCREAM and the approved curriculum for non-formal/transitional (catch-up classes) for children with breaks in schooling or who dropped out from secondary education and 33 representatives of the key stakeholders and ILO-IPEC staff from Kazakhstan, Kyrgyzstan and Tajikistan trained on mainstreaming child labour into education sector plans.

OUTPUT 3: Awareness of the general public on the importance of education raised and the knowledge acquired, good practices documented and lessons learned during project implementation are shared and disseminated for possible replication
