Objectives
Fund scope
The Fund supports the implementation of initiatives that advance a coherent and joint approach of the four strategic priority areas of the UNSDCF 2023-2027, across the humanitarian-development-peace nexus in Nepal. It supports the realization of UN Reform, facilitating a joint approach to planning, programming, implementing and helping UN Country teams to a stronger alignment with national priorities and realities, and a more coordinated approach to its interventions.
The fund draws on multi-sectoral expertise inside the UN to enhance cross-sectoral implementation of programmes that are in line with global best practices and the highest standards of aid effectiveness and transparency. The Fund provides opportunities for development partners to deliver more coherent flexible, comprehensive and effective joint support in response to challenges within the strategic priorities that have been agreed in the UNSCDF. This includes supporting the implementation of the UNSDCF for 2023-2027 and its four strategic priority areas:
- Sustainable, resilient, and inclusive economic transformation.
- Inclusive and transformative human development.
- Environmental sustainability, climate and disaster resilience.
- Governance, federalism, participation and inclusion.
These areas – including the transversal themes – form the Fund’s Windows. In addition to these four windows, and within the Humanitarian/Emergency/Disaster Response Window of the fund, a UN joint program funded by the FCDO has been established to support the achievement of the strategic objectives outlined in the Joint Response Action Plan (JRAP) for the 2022 Western Nepal Earthquake.
The World Food Programme (WFP), International Organization for Migration (IOM), United Nations Children’s Fund (UNICEF) and United Nations Population Fund (UNFPA) are the participating United Nations organizations under the JRAP.
Theory of change
If these four strategic priorities are achieved by 2027 more people in Nepal, especially women, youth, children and the most marginalized and poor, will increasingly participate in, and benefit from, socio-economic transformation and an improved quality of social services.
This achievement will lead to the building of an inclusive, climate-resilient green society that engages in coordinated, inclusive, and gender responsive governance. In turn, increased engagement guarantees access to justice, and respects and ensures the rights of all at federal, provincial and local levels.
