Objectives

Fund scope

A continuation of the first phase of the Fund—PNG UN Country Fund stakeholders support coherent resource mobilization, allocation, and disbursement of financing to drive and strengthen system-wide coherence, and advance integrated solutions for strategic and transformative support to national development in Papua New Guinea and SDG advancement. 

As a financing vehicle established in support of UNSDCF implementation, the Fund is firmly anchored  its scope, theory of change, and results and M&E framework. Fund stakeholders support all five outcomes in the UNSDCF so that by 2028 people in Papua New Guinea:

• Outcome 1: Along with women and girls, especially the most marginalized and vulnerable, exercise their rights and agency and live life free from all forms of discrimination and violence.
• Outcome 2: Plus the most marginalized and vulnerable, participate in and benefit from more accountable, gender responsive, inclusive and transparent governance that promotes peace, security, equality and social cohesion.
• Outcome 3: Especially the most marginalized, benefit from gender sensitive, shock responsive, rights based and quality basic and social services, and equitably realize their full potential to meaningfully contribute to PNG development.
• Outcome 4: Especially the most vulnerable and marginalized, benefit from improved and sustainable livelihoods and expanded access to diversified economic opportunities that deliver inclusive and green growth.
• Outcome 5: Along with the most marginalized and vulnerable, benefit from equitable and participatory access to climate resilient services that improve livelihoods and protect natural resources.

The UNSDCF theory of change is driven by the expectation that by 2028 Papua New Guineans, particularly the most disadvantaged and marginalized, including women and girls, live free from all forms of discrimination and violence, benefit from transparent governance that promotes peace, security, equality and social cohesion, have access to services that support inclusive human development in a diversified economy, and benefit from climate-resilient services that improve livelihoods and protect natural resources.

Steering Committee

The Committee is responsible for guiding the overall strategic direction of the PNG UN Fund, as well as ensuring conformity of operations, providing oversight for implementation progress, results, resource mobilization, reviewing fund status, and developing annual work plans.

UN Resident Coordinator

The Resident Coordinator provides governance and oversight of the Fund by co-chairing the Steering Committee. They are responsible for providing strategic leadership in coordination with the UNCT and ensuring the fund aligns with the UNSDCF, national development needs, and 2030 Agenda. Other functions include mobilizing resources and partnerships.

Secretariat

The Secretariat is responsible for day-to-day functions and providing policy and technical advice. Members have programme cycle management, administration and coordination functions.

Participating Organizations

Participating United Nations Organizations develop project/programme proposals, and report on implementation and financial performance to the Steering Committee through the Secretariat and Administrative Agent. Organizations establish mechanisms to implement activities through national authorities and other national, regional, and international organizations and local NGOs.

Administrative Agent

Recipient Organizations receive funds through the Administrative Agent, the MPTF Office. The Administrative Agent is responsible for the receipt, administration and management of contributions from donors, disbursement of funds to Recipient Organizations, and consolidation and dissemination of progress reports to donors.
