Project Description: The PBF’s Terms of Reference (as revised in 2009) call for independent evaluations every three years. As the current PBSO Business Plan ends in 2013, the Secretary-General’s independent Advisory Group for the PBF endorsed the proposal that a Review be undertaken in 2013. The Advisory Group also made it clear that the PBF Review is a programme expense. After six years of operation, 2013 offers an opportune moment to review the PBF’s business model and strategic positioning within the peacebuilding architecture (PBF/PBC) and compared to other funding instruments (WB, AFDB). These areas had not been sufficiently addressed within the scope of PBF’s independent country evaluations. Through its analysis and recommendations, the Review will give to PBSO the guidance and tools necessary to strengthen its global strategy, prioritisation of programming, and its quality assurance support.
