Asia Regional Dialogue on Inclusive Green Economy Approaches in Bangkok 27-28 September 2012

A two-day Asia Regional Dialogue was held in Bangkok, Thailand from 27-28 September 2012 on inclusive green economy approaches. The Dialogue provided a forum for over 80 officials and experts representing ministries of finance, planning, and environment, as well as civil society, UN agencies and partners. Participants shared experiences on designing and implementing inclusive, green economy approaches as a means for more equitable sustainable development, including a range of policy instruments, tools and measurement frameworks. Rio +20 Inter-Regional Learning Meetings in Dakar, Senegal, 14-17 May

Over 80 participants from 40 countries, civil society and UN agencies convened in Dakar Senegal from 15-17 May for an Inter-Regional Learning Meeting on National Preparations for the Rio+20 Conference coordinated by UNDESA and UNDP. The meeting, which included three high-level panels, plenaries and working groups, was designed to share good practices and priorities for implementing Rio+20 outcomes, including green economy and related themes. The event was preceded by an Africa regional dialogue on green economy policies as a means towards poverty reduction and sustainable development.

Overview

The Green Economy Joint Programme is a collaboration between the United Nations Development Programme (UNDP), United Nations Environment Programme (UNEP) and United Nations Department of Economic and Social Affairs (UNDESA) to support governments and stakeholders in their post-Rio+20 efforts to green economies through more integrated development approaches that help ensure social progress, inclusive growth, and environmental sustainability.

The Joint Programme works at the global, regional, and national levels to: 1) enhance political engagement and mobilize public support for the Rio+20 Conference and post-Rio implementation; 2) improve advisory services on policies, tools and measures to help green economies as a means towards poverty reduction and sustainable development; and 3) promote integration of green economy themes as a key element of UN Country Team programming.  

The Joint Programme is implemented in two phases with phase one focusing on Rio preparations and immediate post-Rio follow-up in 2012. Decisions on the second phase of the Joint Programme, 2013-2014, will be informed by country experiences and the outcome of Rio+20. 

At the country level, the Joint Programme is focusing initially on Dutch partner countries in phase one: Bangladesh, Benin, Burundi, Ethiopia, Ghana, Indonesia, Kenya, Mali, Mozambique, Palestinian Territories, Rwanda, Sudan, Uganda, and Yemen. In 2012 the JP is providing technical and financial support to help convene national dialogues on green economy themes, emphasizing links to the social strand of sustainable development and pro-poor, inclusive growth. Resources are also helping UNCTs develop action plans to support national partners’ longer-term efforts to green their economies. 

The Joint Programme is also organizing a series of regional dialogues and technical workshops in 2012, as well as more in-depth scoping studies and a global report on green economies and poverty reduction.

Phase two activities under consideration include: expanding support to post-Rio stakeholder consultations and scoping studies, developing sustainable development policy frameworks and roadmaps, and supporting the design of measurement systems.

 

Governance and Decision Making

A Joint Programme Steering Committee consisting of UNDP, UNEP, UNDESA, and representatives from the Government of the Netherlands and the Multi-partner Trust Fund Office as ex-officio members has been established to provide strategic direction to the Joint Programme, decide on resource allocation, oversee its implementation, and monitor progress and results. Day-to-day implementation of the Joint Programme is managed by a Working Group comprising advisors from UNEP, UNDP, and UNDESA.
