Project Description

The Joint Program aims to support the Ministry of Interior in the development of initiatives to ensure the safety, promote a culture of peace and contribute to lower the structural causes that affect the generation of violence, crime and conflict, through policy advocacy and development of technical, organizational and technological capacities.

 

 PBF Priority Area

  1. Activities designed to respond to imminent threats to the peace process, support for the implementation of peace agreements and political dialogue, in particular in relation to strengthening of national institutions and processes set up under those agreements.
  2. Activities undertaken to build and/or strengthen national capacities to promote coexistence and peaceful resolution of conflict and to carry out peacebuilding activities.

 

 PBF Outcome

  1. Technical and human capacity of the national armed forces and police (re)build with special attention to equipping and skill training to promote strict adherence to the Constitution, discipline, civic education, professionalism and human resource management.
  2. Judiciary system is strengthened through equipping, staffing and training of Office of the Magistrate and courts to establish credibility, professionalism, independence, and efficiency in the judiciary system and inclusive law reform in order to institute rule of law.  
  3. Exercising of fundamental human rights by general public improved to redress enduring practices of political and economic exclusions, e.g. through support to institutional HR mechanisms, safeguard and over-sight arrangements for the promotion of fundamental human rights.

 

Key Project Activities

  1. Implementation of the Initial phase for the establishment of the Information Technology Platform of the Ministry of the Interior, including electronic devices system for protection of victims of violence against women. 
  2. Replication of Criminal Investigation Model of Crimes Against Life in the Organized Crime Department of the National Civil Police.
  3.  Strengthening of Mechanisms to promote democratic participation of youth in the institutional framework related to  public security, local democratic governance and peaceful management of conflicts, with cultural and gender approach.
  4. Strengthening of Ministry of Interior capacities to prevent and respond to violence against women through the implementation of the "Territories free of violence against women", the creation of the Integrated Care System for Survivors of Violence” and increasing the knowledge and skills of the Gender Unit to mainstream gender.
  5. Design of National Observatory of crime and violence in coordination with national institutions and civil society organizations, incorporating gender, age and multicultural approach.
