Project Description:

The UN civilian capacity programme is designed to respond to Libya’s needs for short-term, targeted  civilian expertise in key areas of the Libyan transition. Through the creation and funding of a ‘civcap’ window in the Libya Recovery Trust Fund, UN agencies submit proposals to deploy civilian expertise in priority areas, such as the constitutional process, economic recovery policies and regulations, public administration, the re-engineering of the health system, security sector reform and human rights protection. Each proposal needs to be based on a request from the Libyan government and will be reviewed and approved by a joint government-UN Steering Committee.

In each priority area, surge civilian capacity may be required to assist in:

  • Strategic planning, including needs assessments and monitoring and evaluation processes;
  • Policy regulation and development;
  • Human resource training;
  • Consultation, outreach and participatory approaches;
  • Strategic communication.

PBF Priority Area:

  • Priority area 1: Support to  implementation of peace agreements and political dialogue
  • Priority area 2: Promote co-existence and peaceful conflict resolution
  • Priority area 4: (Re-)build essential administrative services and infrastructure

PBF Outcome:

Increased ability by the national government to address transitional challenges

Key Project Activities:

Thusfar, expertise has been approved in the areas of: economic policy reform,capacity building for psychosocial assistance and strengthening the health system. The Steering Committee will review a second round of proposals in September 2013.

Participating Organizations are required to submit final year-end expenditures by April 30 in the following year; Interim expenditure figures are submitted on a voluntary basis and therefore current year figures are not final until the year-end expenditures have been submitted.
