The GIPA Project contributes to the promotion of volunteerism and social mobilization to improve services for people infected and affected by HIV.Increasing access to HIV services by supporting local implementation of the Law on HIV and decreasing development to address stigma and discrimination among issues concerning Viet Nam's PlHIV in the health care sector is definitely an important of social concern that the govt. should be better address with its transition to being an MIC.

The GIPA Project significantly contributes to Vietnam's National top priorities identified in Strategy on HIV/AIDS Prevention and national development Control and likewise with MDG I# 6 and Paris Declaration of 1994. It is national and sectoral plans), also in accordance with he OPSC Strategic Criteria and Guiding andinternational treaty Principles.

Addressing the spread of HIV!A1DS is  among the ways on how to address poverty. The links between HIV/AIDS achievement of national and poverty are strong as families with members afflicted by AIDS are thrown into poverty due to illness  and high cost of medication. The rights of PLHIV and their families are also affected especially in terms of employment which is mainly brought about by stigma and discrimination.
