Programme Description:

UNDP-Papua New Guinea has submitted a Joint Programme (JP) proposal for Papua New Guinea to the GFCR and Joint SDG Fund. The Joint Programme will establish the Blue Economy Enterprise Incubation Facility (BE-EIF) to accelerate sustainable livelihood opportunities linked to the marine environment in Papua New Guinea. The facility will provide technical assistance (TA), grants, guarantees and subordinated debt finance for blue enterprise development. The programme intends to crowd in private capital and develop partnerships with domestic financial institutions. The BE-EIF business model will implement a mixed revenue model and will be sustainable over time. The BE-EIF is being structured to capture a share of the revenues of the conventional and innovative finance streams under the National Biodiversity and Climate Fund. These include: biodiversity offsets, blue carbon, payment for ecosystem services, environmental fees and taxes and others.


Through its Theory of Change (see full programme proposal) the following outcomes have been identified to accomplish the desired change of transforming livelihoods accelerated linked to a sustainable blue economy:

  • Outcome 1: Build knowledge, skills, and capacity through technical assistance in project preparation and support, and enhancing access to financiers
  • Outcome 2: Expand opportunities for women in the blue economy through targeted technical assistance and finance towards business models that reflect local value systems and products for women
  • Outcome 3: Unlock new capital for investment into marine conservation through early-stage finance, risk capital, and partnerships with financial institutions
