Fund scope
The UN Georgia Thematic Pooled Fund – Civic Space is a multi-partner financing mechanism that supports inclusive development processes and community participation across Georgia.
The Fund brings together the expertise of multiple United Nations organizations through joint programmes that promote:
- Community engagement and participation in local development processes
- Inclusive dialogue and collaboration among local stakeholders
- Youth engagement and leadership
- Women’s participation and empowerment
- Social cohesion and locally driven solutions
- Community resilience and sustainable development
The Fund contributes to implementation of the United Nations Sustainable Development Cooperation Framework (UNSDCF) and supports progress toward the Sustainable Development Goals, particularly those related to gender equality, reduced inequalities, strong institutions, and partnerships for sustainable development.
Theory of Change
The Fund is based on the understanding that sustainable development outcomes are stronger when communities are able to participate meaningfully in identifying priorities and shaping solutions that affect their lives.
If local communities, civil society organizations, youth groups, women-led initiatives, and other stakeholders have opportunities to engage in inclusive dialogue, strengthen their capacities, and access resources to address local priorities, then local development processes will become more responsive, inclusive, and sustainable.
This will contribute to stronger community ownership, increased collaboration among stakeholders, improved local solutions, and greater progress toward the Sustainable Development Goals.

The Fund operates through thematic funding windows that support:
- Civic engagement and community participation
- Capacity development and resilience of local civic actors
- Inclusive dialogue and locally led initiatives
- Youth engagement and leadership
- Community-based solutions to local development challenges
All Fund-supported activities contribute to the objectives of the UNSDCF 2026–2030 and the commitment to Leave No One Behind.
