UN Georgia Thematic Pooled Fund – Civic Space 

Objectives

Fund scope
The UN Georgia Thematic Pooled Fund – Civic Space is a multi-partner financing mechanism that supports inclusive development processes and community participation across Georgia.

The Fund brings together the expertise of multiple United Nations organizations through joint programmes that promote:

• Community engagement and participation in local development processes
• Inclusive dialogue and collaboration among local stakeholders
• Youth engagement and leadership
• Women’s participation and empowerment
• Social cohesion and locally driven solutions
• Community resilience and sustainable development

The Fund contributes to implementation of the United Nations Sustainable Development Cooperation Framework (UNSDCF) and supports progress toward the Sustainable Development Goals, particularly those related to gender equality, reduced inequalities, strong institutions, and partnerships for sustainable development.

Theory of Change
The Fund is based on the understanding that sustainable development outcomes are stronger when communities are able to participate meaningfully in identifying priorities and shaping solutions that affect their lives.

If local communities, civil society organizations, youth groups, women-led initiatives, and other stakeholders have opportunities to engage in inclusive dialogue, strengthen their capacities, and access resources to address local priorities, then local development processes will become more responsive, inclusive, and sustainable.

This will contribute to stronger community ownership, increased collaboration among stakeholders, improved local solutions, and greater progress toward the Sustainable Development Goals.

Strategic Framework
The Fund operates through thematic funding windows that support:

• Civic engagement and community participation
• Capacity development and resilience of local civic actors
• Inclusive dialogue and locally led initiatives
• Youth engagement and leadership
• Community-based solutions to local development challenges

All Fund-supported activities contribute to the objectives of the UNSDCF 2026–2030 and the commitment to Leave No One Behind.

Governance

Steering Committee
The Fund is governed by a Steering Committee chaired by the United Nations Resident Coordinator in Georgia.

The Steering Committee provides strategic direction, approves funding allocations, reviews progress, and oversees Fund performance. Membership includes contributing partners, participating United Nations organizations, and civil society representatives.

Fund Secretariat
The Fund Secretariat, hosted by the Resident Coordinator’s Office, supports the day-to-day management of the Fund, coordination among stakeholders, resource mobilization, reporting, communications, and implementation oversight.

Participating Organizations 
Participating United Nations Organizations jointly design and implement Fund-supported programmes, drawing on their respective mandates and expertise to deliver integrated development solutions.

Participating United Nations Organizations develop project and programme proposals, and report on implementation and financial processes and outcomes. Each Participating Organization assumes full programmatic and financial accountability for funds disbursed to it by the Administrative Agent.  

Administrative Agent 
Recipient Organizations receive funds through the Administrative Agent, the MPTF Office. The Administrative Agent is responsible for the receipt, administration and management of contributions from donors, disbursement of funds to Recipient Organizations, and consolidation and dissemination of progress reports to donors.

Results

The Fund invests in locally driven approaches that place communities at the centre of development processes. Through partnerships with local stakeholders and joint UN programming, the Fund supports practical solutions to local challenges while strengthening participation, inclusion, and collaboration.

Results are measured not only through the delivery of activities and services, but also through increased opportunities for community engagement, stronger local partnerships, and sustainable development outcomes that benefit women, youth, and communities across Georgia.
