Steering Committee
Provides strategic guidance and oversight, and makes final decisions on fund allocations. The Committee is chaired by the Minister of Economy and Trade and composed of representatives from the Head of the Recovery and Reconstruction Cell, Ministry of Finance, donor stakeholders (including the European Commission, and governments of Kuwait and the United Arab Emirates), and the United Nations Resident Coordinator. Steering Committee work is governed by the Terms of Reference and Rules of Procedure, and operates by consensus. The Committee meets monthly to review Recovery Fund progress.
Project Approval Group
This group reviews project proposals and provides technical advice to the Steering Committee. The Project Approval Group is co-chaired by the Office of the Prime Minister and the United Nations Office of the Resident Coordinator. It is comprised of senior technical representatives from the Ministry of Finance and Ministry of Economy and Trade.
Administrative Agent
Funds are routed by way of a pass-through mechanism. Participating Organizations receive funds through the Administrative Agent, Multi-Partner Trust Fund (MPTF) Office. The Administrative Agent is responsible for the receipt, administration and management of contributions from donors, disbursement of funds to Participating Organizations, and consolidation and dissemination of progress reports to donors.
Participating Organizations
Implementation of interventions is the responsibility of Participating Organizations. Each organization is programmatically and financially responsible for resources received.
