About
The South Sudan Recovery Fund - SSRF was established in May 2008 at the Sudan Consortium meeting in Oslo to support the provision of recovery assistance to South Sudan and bridge the gap between the short-term emergency/humanitarian aid and longer-term development assistance. Under the overall authority of SSRF Steering Committee, chaired by the Minister of Finance and Economic Planning and co-chaired by the UN Deputy Special Representative of the Secretary-General and Resident Coordinator, the SSRF is a pooled funding mechanism intended to channel funds to support GoSS recovery priorities and provide immediate benefits for the population while laying the foundation for sustainable development. SSRF Round 3 focuses on Stabilization in 4 key insecure states in South Sudan – Jonglei, Lakes, Eastern Equatoria and Warrap. Identification of priorities followed a participatory approach whereby communities mapped out areas prone to conflict (for example, due to competition over grazing land and other scarce resources) and interventions that would help to stabilize conflict. State-level endorsement and subsequent SSRF Steering Committee approval followed the community consultations. Each Stabilization Programme has both hard interventions (such as road construction, or rehabilitation), and soft projects (capacity development and community trainings) designed to extend the authority of the state and help it to respond faster to security incidents, as well as increase access to water and other key resources for the South Sudanese people.
