The primary objective of this IU is to address Vietnam's universal access service goals for injecting drug users,as indicated in the UNGAS Declaration and articulated in MDG 6, and in particular to identify and explanation and reference to contribute to the redressal of  gender-based health service provision inequalities, with particular reference to HIV-related health services.

Significant national progress deficiency in achieving universal  access to HIV prevention, treatment, care & support services (MDG 6) for  injecting drug users and other most the at-risk populations.
