CHF-DMA-0489-156 “Protection risk mitigation through livelihoods programming in Haloboqad IDP Settlement in Galkaiyo”- 499,899.60$

Haloboqad is an IDP site of over 800 Households (HHs) who were relocated from the centre of Galkaiyo, after facing eviction in March 2010. These include over 400 HHs who have or expect to receive land titles, while others who have not been registered or promised land have been attracted to the site. A host community settlement maintains some gardens and a bore-hole. Haloboqad is 10 Kms from Galkaiyo centre. With limited viable livelihood activities available, IDPs may engage in risk-prone coping mechanisms, including recruitment into criminal groups; collecting firewood, where women may be exposed to sexual violence and theft; and prostitution. Inequitable access to resources may lead to animosity between the host and IDP communities.

This project aims to reduce protection risks for IDPs, improve sustainability of the relocation site by strengthening market access, and reduce tensions with the host community, through the provision of livelihood support. UNHCR will lead the project, implemented with DRC & Intersos. FAO & OCHA have provided technical advice.
