Joint Programme for Rural Development in Abkhazia 

ObjectivesFund scope

The goal of joint programme partners is to bring about three central changes:

• Increase protection of consumers and producers by awareness raising on food safety and the dissemination of Good Agricultural Practices at farm levels.
• Enhance the resilience of rural communities by improving agricultural practices, enhancing local expertise, and diversifying sources of income generation sources.
• Improve community empowerment, social inclusion and cohesion through community-led local development initiatives.  

Aligned with national strategic guidelines identified within the 2019 Action Document for the European  Neighbourhood Programme for Agriculture and Rural Development Phase IV, this Joint Programme  will expand and deepen existing support to ensure targeted assistance to rural communities, including local farmers, and offer more inclusive and value-chain inspired approaches that support the establishment of bridges for smallholders that meet local demand.  

Strategic action and theory of change    

The Joint Programme contributes to the achievement of SDGs 12, 1, 8, and 15. It further complements the implementation of the UN Sustainable Development Cooperation Framework (UNSDCF) for the period of 2021-2025, addressing the achievement of Outcome 4 by 2025.

Programme stakeholders ensure participation and equal opportunities of women and men in all components, as well as embed gender markers and gender specific targets in mechanisms so everyone has equal opportunities. 

Activities under the Joint Programme take into consideration and support the fight against climate change, taking an “environmentally responsible” approach to the implementation of financed initiatives. By adopting climate resilient agricultural practices and promoting sustainable management and protection of environmental resources targeted support is directed to building farm-based livelihoods through a network of existing experimental gardens and plots. The protection of natural resources is embedded in competitive selection processes for community sub-grants, especially as they pertain the selection of social or social entrepreneurship sub-grants, while environmentally friendly solutions are adopted as part of programmatic planning and implementation where possible.  

GovernanceGovernance arrangements

Steering Committee

Members oversee the smooth and successful implementation of the joint programme. The Committee provides strategic guidance for coherent and coordinated programme implementation and to ensure funds are managed properly and in a cost-efficient manner.    

Joint Programme Coordination Team  

Established to coordinate planning and implementation of the joint programme, Coordination Team members are responsible for ensuring the quality of implementation and reporting vis-à-vis the Steering Committee, as well as joint approaches are applied to cross-cutting themes.    

Coordination Committee  

The Coordination Committee coordinates and implements activities across Abkhazia, as well as reviews, assesses and provides technical guidance on complementarities between programmes implemented by programme partners.    

Joint Programme Management Unit  

The Unit is responsible for the day-to day implementation of the joint programme with members responsible for managerial, technical and administrative responsibilities, all aspects of programme execution, coordination with local partners, oversight of implementing partners (including selected NGOs), achieving set targets under   respective results areas, and monitoring and reporting.    

Participating Organizations  

Participating United Nations Organizations develop project/programme proposals, and report on implementation and financial performance to the Steering Committee through the Secretariat and Administrative Agent. Organizations establish mechanisms to implement activities through national authorities and other national, regional, and international organizations and local NGOs.    

Administrative Agent  

Recipient Organizations receive funds through the Administrative Agent, the MPTF Office. The Administrative Agent is responsible for the receipt, administration and management of contributions from donors, disbursement of funds to Recipient Organizations, and consolidation and dissemination of progress reports to donors.
