Fund scope
The NBSAP Accelerator Action Account (AAA) is an independent Multi-Partner Trust Fund that is linked to and works in close coordination with the NBSAP Accelerator Partnership (AP). While the NBSAP AP’s Matchmaking Mechanism (MMM) is the core entry point for channeling developing country-led requests, the AAA acts as a strategic last-resort funding mechanism. The AAA provides dedicated, strategic gap-filling resources to support developing country members of the NBSAP AP in advancing the implementation of their National Biodiversity Strategies and Action Plans (NBSAPs).
The AAA supports only high-priority, quality-assured biodiversity actions that remain unmatched after two full MMM cycles and that require strategic gap-filling support because of their complexity, ambition, or lack of other viable support.
By working in close coordination with the NBSAP AP’s Global Coordination Unit (GCU), the AAA ensures transparency, coherence and efficiency. Its priorities are fully aligned with the 23 targets of the Kunming-Montreal Global Biodiversity Framework (KMGBF).
Theory of Change
The AAA complements the NBSAP Accelerator Partnership by advancing the implementation of NBSAPs, enabling developing countries to make progress towards the 23 KMGBF targets and the 2050 Vision of Living in Harmony with Nature. It delivers strategic last resort, gap-filling technical assistance through Participating Organizations, while supporting developing country-led decision making, applying fair and transparent criteria and strengthening the core functions of the Accelerator Partnership. With sustained member commitment, effective MMM matching and strong government ownership, the AAA generates conditions for developing countries to raise ambition and accelerate biodiversity action.
Strategic Framework
The AAA is interoperable with the MMM of the NBSAP AP. The MMM validates developing country-led requests and identifies major unmet gaps, while the AAA provides support only for those high-priority, quality assured, strategic last-resort needs that remain unmatched. By filling these gaps, the AAA ensures that support is directed toward critical and under-resourced biodiversity priorities, strengthens the ability of the AP to accelerate implementation of NBSAPs while advancing the KMGBF’s 23 targets and the 2030 Agenda for Sustainable Development.
