Fund Scope

The DRC Humanitarian Fund is a multi-donor country-based pooled mechanism created in 2006 to allocate funding to the most urgent life-saving interventions in the Democratic Republic of the Congo (DRC).   

Funds are allocated to activities that have been prioritized as the most urgent and strategic to address critical humanitarian needs in the country in close alignment with the DRC Humanitarian Response Plan (HRP). It also funds interventions to immediately respond to sudden onset crises or rapidly deteriorating humanitarian conditions in the country.  

The DRC Humanitarian Fund has  three main objectives: 

1. Improve the humanitarian response by ensuring that funding is allocated to priority humanitarian needs through an inclusive and coordinated process; 
2. Strengthen the leadership of the Humanitarian Coordinator and support his coordinating role; 
3. Mobilize resources and support coordination in support of the Humanitarian Response Plan. 

Funds received from donor countries are unearmarked and allocated in response to priority humanitarian needs on the basis of joint planning and an inclusive, field-focused decision-making process. The funds are used to finance humanitarian projects implemented by national and international NGOs, organisations of the Red Cross Movement and UN Agencies, eligible partners of the DRC Humanitarian Fund.  

In addition, the DRC Humanitarian Fund aims to ensure that the response to humanitarian needs is carried out in a spirit of collaboration, encouraging cooperation and coordination within and between Clusters and humanitarian organizations.  

In 15 years of operations, the DRC HF has mobilized and allocated more than US$1.3 billion through 1,674 projects, helping more than 79 million people.

Governance, Policy and Guidance 

The Humanitarian Coordinator (HC) is responsible for the overall management of the DRC HF and is accountable for the use of funds. The DRC HF Advisory Board, chaired by the HC and formed by NGOs, UN Agencies and donor representatives advises on the use of funds and the governance of the DRC HF. 

On a day-to-day basis, the DRC HF is managed by OCHA DRC Humanitarian Financing Unit (HFU) on behalf of the HC. The UNDP Multi-Partner Trust Fund (MPTF) Office serves as the Fund’s Administrative Agent: it receives, administers and manages contributions from donors, as well as disburses funds to OCHA and UN agencies, funds and programmes. 

Allocation process 

Funding is channeled through partners that are best placed to implement priority activities in line with the agreed strategy and humanitarian principles in a timely and effective manner. 

The HC allocates funding through consultative processes with Inter-Agency Standing Committee (IASC) country Clusters based on prioritized humanitarian needs. There are two types of allocation modalities: 

• Standard Allocations: Funds are usually allocated early in the year for projects included in the DRC HRP, based on the strategy that identifies the highest priority needs underpinned by vulnerability data and needs analysis. The strategy is developed by the Clusters, in consultation with other coordination forum approved by the HC and endorsed by the DRC HF Advisory Board. It forms the basis for individual project submissions. Project proposals are prioritized and vetted within clusters through Cluster Review Committees and then recommended to the DRC HF Advisory Board for endorsement and final approval by the HC. 
• Reserve Allocations: Reserve funds are primarily intended for rapid and flexible allocations of funds in the event of unforeseen emergencies or to address identified gaps. These funds can be allocated through individual reserve allocations or broader allocation rounds and are usually slightly faster and more geographically focused. They must be cleared by individual cluster coordinators before undergoing technical review and endorsement and approval by the DRC HF Advisory Board and the HC.

The DRC Humanitarian Fund supports urgent and strategic action that closes existing humanitarian gaps and meets the needs of vulnerable communities.
