Fund scope
Stakeholders of the joint programme support enhancing civic/voter participation, including youth, women (vis-à-vis participation and electoral representation), minorities, people living with disabilities by engaging target groups, civil society organizations, academia and other respective key stakeholders. Civic/voter engagement and participation, as well as confidence building were two central points of action throughout 2024—a major electoral year in Georgia.
The programme also advocates for educating women voters by supporting the development of targeted voter information campaigns, especially in ethnic minority regions. This covers local civil society organizations, including regional outlets, to strengthen voter capacities for an inclusive and transparent electoral process and to enhance their awareness of important election procedures. It also aims at increasing of their capacity to produce and disseminate voter information and education materials for the most vulnerable groups in local communities.
The programme implements a number of confidence-building measures to increase transparency and accountability for electoral stakeholders and promoting a peaceful electoral environment. It facilitates an election-related coordination and information exchange between respective international and domestic stakeholders.
Theory of change/strategic framework
Joint Programme stakeholders draw on the following theory of change: IF civic and voter participation among youth, minorities, people living with disabilities and other vulnerable groups is increased; if awareness and capacities of women, including women leaders, to exercise their electoral rights and greater public support for women’s political empowerment is ensured, and if dialogue and accountability of election processes, electoral integrity and prevention of discrimination and violence are enhanced, THEN the participation rates of all voters in electoral processes will be increased while transparency and inclusiveness of the election processes, accountability of electoral stakeholders, as well as a peaceful electoral environment will be enhanced.
