"Strengthening Human Security by Improving Fostering Peaceful Coexistence and Citizen Security in three municipalities in the Department of Sonsonate”


Executive summary:

From March to September, 2008, the cooperation framework for the development of the project was strengthened. During August and September 2008, a certificate on Public Safety Policies Management was offered. This certificated trained 40 officers and participants in the different public institutions, NGOs and churches, giving them theoretical-practical tools towards the peaceful coexistence management at the local level. In October a Letter of Understanding among the project participating United Nations System Agencies was signed (UNICEF, ILO, PAHO, UNDP), with Sonsonate, Sonzacate and Acajutla Mayors, and the National Public Safety Council, having as witness the Japanese Ambassador in El Salvador, Mr. SHISEI KAKU.

During November, the Project Coordination Unit was created and is presently working at the Sonsonate City Hall (renovation, facilities equipment, coordination, contracting) and additional agreements were undersigned with the implementing partners (Coordination Commission from the Justice Sector and Public Works Ministry). In the same manner, the United Nations System Agencies built a general implementation scheme generating synergy to obtain and articulate the different objectives and processes at the local level with a public safety and peaceful coexistence perspective. This work eased the establishment of coordination with UNFPA, GTZ and SWISSCONTACT towards the development of common interventions in the municipalities benefited by the project. During this period started the preparation of project diagnosis and baseline on the violence, delinquency, road accidents, social capital etc., and with partners, the implementation of working plans design also started with CONASEVI (road accidents), UTE (Sexual violence, VIF, criminal investigation, etc.), PNC (community police, information system).
