OverviewRefugee movements and migration are at the centre of global attention as a result of record levels of displacement, human suffering, the socio-economic impact on host communities and the complex political ramifications in many countries. Refugee and migration issues are inherently transnational and fundamentally political in character, and the United Nations is the global, multilateral institution best placed to build an effective, norm-based and principled response. To implement commitments of the UN Summit for Refugees and Migrants convened last 19 September 2016, the UN has established a trust fund for the intergovernmental conference and its preparatory process, primarily to support the travel and participation of representatives from developing countries, in particular the least developed countries, and support the activities related to the preparations of the Conference.
The UN MPTF to Support the Global Migration Compact will support the following Objectives: Primary Objective: Support the travel and participation of representatives from developing countries, in particular the least developed countries for the intergovernmental Conference and its preparatory process. Secondary Objective: Support the activities related to the preparations of the Conference. IOM will manage the travel arrangements for the Primary Objective. Any surplus in the voluntary trust fund may be used to support the Secondary Objective of the MPTF.
Governance StructureThe UN MPTF on Migration aims to give the UN Special Representative for International Migration the ability to decide on fund allocation in line with the agreed Objectives. She will be supported by a joint Fund Secretariat based in the Office of the UN Special Representative for International Migration and IOM. The Fund Secretariat will provide administrative support to the Chair of the Advisory Committee, support fund mobilization efforts led by the Chair; organize calls for and appraisal of proposals; and monitor and report on the Fund’s programmatic and operational performance to the Advisory Committee. The Trust Fund will be administered by the MPTF Office, acting as the Administrative Agent. The MPTF Office is a UN Facility which administers over 100 UN common funding instruments (https://mptf.undp.org). If surplus funds are available to pursue the Secondary Objective, the UN Special Representative for International Migration will establish an Advisory Committee to allocate funding for the Secondary Objective. The Advisory Committee would consist of the following members: UN Special Representative for International Migration (as a Chair), IOM (as the global programmatic lead), UNHCR, OHCHR, UNDP, UNODC, ILO, UN Women and UNICEF, and up to three donors. The MPTF Office will serve as ex-officio member of the Advisory Committee. The International Organization for Migration (IOM), as the global lead agency on migration, would support and advise the Chair of the Advisory Committee on the strategic direction of the Fund.
Fund OperationThe UN MPTF on Migration will allocate funds to IOM for the Primary Objective. If surplus funds are available, the Trust Fund will support the Secondary Objective. Operational procedures of the UN MPTF to Support the Global Migration Compact are streamlined to facilitate rapid fund allocation processes. HOW TO APPLY TO Travel Support for Developing Countries Requests for travel support for government representatives must be submitted through a note verbale from their Permanent Representative in New York to GCmigration@un.org, no later than 30 days before the event for which travel support is requested. Requests for travel support for stakeholders must be submitted through a letter from the head of the requesting organization to GCmigration@un.org, no later than 30 days before the event for which travel support is requested. In order to be eligible to apply for travel support, the requesting organization has to be approved for special accreditation for this process and registered to attend the event (https://www.un-ngls.org/index.php/global-compact-migration/apply-to-attend-thematic-sessions).
How to ContributeContributions to the UN MPTF on Migration may be accepted from Member States, regional legislative bodies, inter-governmental organizations, businesses, and individuals. In order to contribute to the Fund, the Standard Administrative Arrangement with the MPTF Office needs to be signed. Contributors are encouraged to provide un-earmarked contributions. If due to specific donor preferences the un-earmarked contributions are not feasible, donors may earmark their contributions to a specific objective of the Fund. Recent Documents
