About

The Malawi SDG Acceleration Fund is a vehicle for pooled resources by development partners to tackle strategic challenges for SDG achievement in Malawi. The Fund supports the coherent resource mobilization, allocation and disbursement of donor resources to under-funded cross sectoral areas where the UN has a comparative advantage in implementing together.

Fund scope

The 2016 Quadrennial Comprehensive Policy Review (QCPR) requested that the United Nations Development System (UNDS) be better positioned to support member state efforts to implement the 2030 Agenda for Sustainable Development in a coherent and integrated manner.  It also emphasized the need for the UN system to have well-designed pooled funding mechanisms to support common, cross-cutting UN approaches at the country-level.

As a way of operationalizing the recommendations of the QCPR, the UN system in Malawi created the Malawi SDG Acceleration Fund in 2018. The Fund seeks to improve the quality of non-core resources to help the UN system support the Government of Malawi in achieving the SDGs. The Fund supports inter-agency or cross-cutting agency priorities, which have an impact on national priorities that have the greatest ability to accelerate the SDGs through joined-up implementation.

The Malawi SDG Acceleration Fund complements other resources already being implemented by:

  • Providing targeted resources for multi-agency initiatives that strengthen national capacities for integrated policy;
  • Developing the country’s SDG financing ecosystem;
  • Implementing catalytic SDG programming and investments; and
  • Ensuring effective and sustainable development results at national and sub-national levels.

Theory of change

With a focus on strengthening the planning and coordination process, the Fund channels finances towards the highest priority areas to achieve the SDGs and facilitate the realization of the United Nations Development Assistance Framework (UNDAF) 2019-2023.

The UNDAF is a strategic plan for the UN Country Teams contributing to the Malawi Government’s national development priorities and actions. The UNDAF has three pillars: (1) Peace, Inclusion and Effective Institutions; (2) Population Management and Inclusive Human Development; and (3) Inclusive and Resilient Growth and corresponding. These pillars respond to the identified root causes of development challenges which include:

  • Poor governance
  • Climate change
  • Weak economic structure
  • Rapid population growth
  • Negative social norms

The Fund is initially focusing on Pillar 3 (Resilience Window) of the UNDAF 2019-2023, which supports climate action, renewable energy, resilience and humanitarian action. Interventions supported by the Fund are aimed at:

  • Diversifying sustainable agricultural production and improve nutrition;
  • Enhancing inclusive access to the productive resources necessary to develop increased, secure and predictable income;
  • Reducing vulnerability and exposure of households and communities to risk through improved adaptation and natural resource management; and
  • Increasing the capacity of local authorities, communities and individuals to prepare for and respond to shocks.
Other funding windows will be initiated as well, focusing on key gaps and potential areas for joint UN work to help accelerate the implementation of SDGs in Malawi
