Programme Description:

Since the factors which contribute to maternal and newborn mortality are broad, no single intervention can address them. However, combined interventions from multiple stakeholders can make a significant contribution. The UN in Tanzania is committed to working with national partners under the Joint Programme to support proposed interventions to reduce maternal and newborn mortality.

The partnerships of UN agencies brings together a mix of knowledge, skills and expertise that addresses maternal and newborn mortality within the health system; through advocacy and policy dialogue, support to the health systems development and management, and support at the primary health level. Beyond the health system, issues influencing food security and nutrition are supported, and social and cultural aspects which may influence health seeking behaviour are analysed (gender concerns & maternal and newborn care at the household and community level.) to provide information for the design of appropriate interventions.  In addition the effect of labour/work force on maternal health and its influences on pregnancy outcomes.

Increased access to quality basic social services for all by focusing on the poor and most vulnerable.


Increased and equitable access to comprehensive reproductive and child health interventions.

Outputs and Key Activities:

  • Increased budget allocations and resource mobilization for maternal and newborn health
  • Improved information management for maternal;, newborn and child health
  • Improved Health Systems for delivery of maternal and newborn care with a focus on Dodoma Region
  • Improved polices and practices to promote maternal; and newborn health

The objectives of the Joint Programme are to:

  • Increase equitable access to – and utilisation of – quality maternal and newborn health services;
  • Improve quality services such as: family planning, delivery services, post-abortion and youth-friendly services;
  • Improve health systems for delivery of maternal and newborn care, with a special focus on Dodoma region;
  • Improve polices and practises to promote maternal and newborn health;
  • Improve information management for maternal, newborn and child health;
  • Increase budget allocation and mobilise resources;
  • Empower women, men, health-service providers and policymakers to make informed health decisions.


Government systems and structures will be used to the extent possible, with some direct agency procurement using government procurement systems at the start of the programme. Over time this will shift to only government procurement for initiatives implemented by government partners.
