Description du Projet (French Version): Le Burundi est un pays de jeunes, 60% de sa population étant âgée de moins de 25 ans, et 56% ayant de 15 à 29 ans. La crise qu’a connu le Burundi a eu des répercussions négatives sur la vie des jeunes : le nombre d’orphelins a fortement augmenté et partant le nombre des enfants chefs de ménage. Le chômage a également augmenté chez les jeunes toutes catégories confondues y compris les jeunes diplômés. Dans un pays sortant de la guerre, le risque de retour au conflit est réel si les facteurs comme l’extrême pauvreté, le manque d’opportunités économiques, la non prise en compte des besoins spécifiques des groupes vulnérables dont les jeunes et les femmes, ne sont pas pris en compte. L’ambition de ce projet est de lancer une dynamique visant à rapprocher les jeunes, à les rendre utiles pour eux-mêmes et pour la communauté à travers les activités HIMO (Haute Intensité de Main d’œuvre), le renforcement des capacités notamment en entreprenariat, l’accès aux services de micro crédit et les stages de premier emploi. A travers les activités HIMO (reboisement et entretien de l’environnement, assainissement du milieu urbain, réhabilitation d’infrastructures communautaires de base et sportives) donnant droit à du cash for work, les jeunes vont participer au renforcement de la cohésion sociale. Ils bénéficieront en même temps des formations/sensibilisation axées sur les thèmes visant la consolidation de la paix et les compétences de vie (communication non violente, résolution pacifique des conflits, sensibilisation sur, sensibilité au genre, importance de l’épargne et des micro crédits dans la promotion des activités génératrices de revenu...). Bien que les jeunes soient animés d’esprit d’initiative et de créativité, ils ne sont pas crédibles auprès des institutions financières existantes. Le projet placera un fonds de garantie pour faciliter l’accès des jeunes aux micro crédits. Cette facilité permettra aux jeunes de se familiariser avec les exigences des institutions financières en termes d’épargne, de remboursement dans les délais et avec intérêt. Le fonds de garantie permettra aussi de pérenniser l’accès aux services de micro finance au delà du projet. Enfin, des concours culturels, des compétions sportives et des émissions radiophoniques seront organisés pour assurer la visibilité du rôle de la jeunesse dans la consolidation de la paix. Objectif global: Les jeunes sont revalorisés, se prennent en charge et participent pleinement à la consolidation de la paix au sein de leurs communautés. Objectifs spécifiques :

Project Description (English): Burundi is a country of young people, with 56% of its population between 15 and 29 years – an extreme case of what demographers call the “youth bulge”, which can constitute both a risk or a real opportunity (the “demographic dividend”) if the needs of this large cohort – in terms of livelihoods and life-skills – are addressed.
In a country such as Burundi that is emerging form war, the risk of sliding back into conflict is very real, especially if no effort is made to address such factors as extreme poverty, lack of economic opportunities, neglect of the specific needs of the most vulnerable groups including youth. The crisis which Burundi went through has affected youth heavily: the number of orphans greatly increased, resulting in an increase in number of households headed by children; very high unemployment among the youth of all categories, including graduates; and a weakening of the social fabric
The goal of the project is to unleash momentum aimed at bringing the youth closer, making them useful to themselves and the community through (a) HIMO (labour-intensive) activities; (b) capacity building for self-employment and, access to micro-credit services, vocational training, and first job openings, and (c) training and sensitization around themes aiming at peace consolidation and life skills (non-violent communication, peaceful conflict resolution, health and HIV, sensitivity on gender, loan and micro credits, income- generating activities,..) organized in conjunction with the HIMO activities.. When young people are gradually prepared to be self-reliant, they will be more able to resist proposals that go against their very interests. By so doing they will be participating in peace building within their communities. Through HIMO activities (reforestation, maintenance of the environment, sanitation of town, rehabilitation of community basic infrastructures and sports activities) which give right to cash for work, young people will participate in the strengthening of social cohesion.
Although young people are animated by a spirit of initiative and creativity, they cannot get loans from existing financial institutions. The project will set up a guarantee fund to facilitate the access of young people to micro credits. This facility will allow to young people to familiarize themselves with financial institutions’ conditions in terms of savings account, reimbursement within time, and with interest. This guarantee fund will also permit to perpetuate the access to micro finance services even after the implementation of the project.
Finally, cultural events, sports competitions and radio programmes will be organized to ensure the visibility of the role of youth in peace consolidation.
Global Goal: Greater self-fulfillment among the youth who are self-reliant and able to fully participate in peace-building within their communities.
Specific Objectives : 1. Offer young people with no schooling and no jobs the opportunity to take part in community reconstruction and social cohesion effort through HIMO projects. 2. Strengthen the economic independence of the youth through vocational training, AGR and access to savings and loan facilities, 3. Increase the visibility of the role of young people in peace-building.
Outputs: 1. Young people will be recognized and valued by the community as actors in peace-building and community reconstruction; 2. The ability of young people to be self-reliant and to strengthen social cohesion will be stepped up; 3. Foster the visibility of the role of young people in peace-building.
Key Activities: 1. Training the youth to the preparation of nursery and plantation of at least 700.000 plants; 2. Rehabilitate common infrastructures and sports ones identified in a participative way; 3. Organize sanitation activities in different zones of Mayor Bujumbura; 4. Development and implement training/awareness programmes hinged on social cohesion and the development of the entrepreneurial spirit; 5. Organize cultural activities after HIMO activities; 6. Identify youth micro projects to be financed and provide follow-up; 7. Organize sports competitions, cultural contests and radio broadcast to strengthen the visibility of the role of young people in peace-building.
Procurement: Inputs for HIMO activities, building material and equipment for the rehabilitation of community infrastructure, guarantee fund, assessment, and material for the training and management unit: 2 vehicles, 3 desktop computers, 1 laptop computer, 1 photocopier, 1 digital camera and office equipment.
