The IU contributes to Output 2.9 through:

- Enhancement of MOET capacities to implement and manage sectorwide education policies and plans that are gender-sensitive, inclusive and assure equitable access, further strengthening the EFA efforts;

- Literacy assessment instruments available and technical capacities of GSO and MOET will be enhanced to implement the instruments for comprehensive assessment of literacy;

- The capacities strengthened to prepare and manage the educational response to natural disasters and sustainable development challenges within the framework of ESQ.

 Attaining the MIC status, Vietnam  will require high quality reliable data  as well as strengthened leadership development to address and management capacities to better formulate appropriate educational strategies and intervention to reach those who are still unreached.

 Further Vietnam is considered to be one of the most vulnerable countries susceptible to climate related disasters. The IU supports in strengthening the capacities of the MOET in addressing these challenges:

  - The viewpoint which regards the education as the top national policy has not been properly grasped at various levels of education management and leadership

 -There have been a number of mismatches in educational management

The IU will provide training for  MOET officials to renovate and  improve the management of achievement of national education. The IV will provide the  government with instruments and explanation and reference to methodology to adequately address  literacy. The IU will support the Emergency cluster to define norms and strategies that will provide a framework for disaster preparedness in the school svstem.
