The promotion of sustainable and local economic development around World Heritage sites - which is the main objective of this IU - is an essential element to contribute to heritage safeguarding, where Vietnam is committed to by ratifying international conventions.

The proposed IU will contribute with elements to enhance investment policies by promoting internal development to address investment in tourism and cultural issues concerning Viet Nam's heritage to generate opportunities for local communities. These elements include the development of the strategy integrating the uses of culture heritage for promotion of tourism activities; the business development of the traditional crafts by local communities for sustainable tourism development.

The proposed IU is firmly linked in the provincial and national  government's Socio-economic national development  Development Plan (SEDP), which stresses the development of tourism services (paragraph 1- other export of handicraft products  (paragraph 9 - p.87). The IU aims to enhance the development of tourism services by linking culture traditional crafts and tourism to create more diversified and interesting tourism products for the visitors. Crafts products will be renovated to meet the needs of international visitors, hence high chances of handicraft products being exported overseas, resulting in better income generation for local communities.

The proposed IU contributes to achieving the MDG 1 (Eradicating extreme poverty), in particular Target 2 (Achieving full and productive employment and decent work for all, including women and young people) as well as MDG 7 (Ensuring environmental sustainability) through developing a model for sustainable tourism development (both culturally and environmentally) and provision of craft and tourism related work to local communities. The proposed IU is guided by Conventions ratified by Vietnam, including the Convention concerning the Protection of the World Cultural and Natural Heritage (1972), the Convention on Biological Diversity (1992), and the Convention for the Safeguarding of the Intangible Cultural Heritage (2003), as well as the Convention on the Protection and Promotion of the Diversity of Cultural Expressions (200S).

The proposed IU will contribute to achieving Vietnam's Poverty  Reduction and Social Development achievement of national goals (VDGs) (paragraph 1) through developing tourism in a culturally and environmentally sustainable way while protecting cultural heritage. The proposed IU brings a broader appropriate. outcome of improving livelihoods of local communities.
