  Technical support for the development of the National HIV  Strategy (2011-15) is the way to address Viet Nam's emerging MIC concerning Viet Nam's status include integration of current "project-based" approaches into national health systems, development of cost-effective service delivery models, acceleration of targeted HIV prevention which will minimize the future needs of HIV treatment and care.

 The National HIV Programme is one  of the National Target Programmes  of the Government of Viet Nam.Viet Nam Administration of HIV/AIDS l (VAAC) of the MOH is the executing and coordinating the country's response to HIV.WHO has been and will be providing extensive technical support to the VAAC and concerned institutions in implementing the National HIV Strategy (2006-1O) and its National Programmes of Action with particular to health sector response. Main areas of work include development and operationalization of policy and guidance, capacity building, and promotion of involvement of civil society especially people living with HIV, in the domains of targeted HIV prevention, HIV care and treatment, HIV testing and counseling.
