AWP outlines support to national development priorities through supporting Ministry of Health to implement the National RH Strategy, 2001-2010 and the National Master Plan on safe Motherhood, 2003- 2010.

Government priorities in the health sector are to narrow the gaps and limitations in order to reduce Maternal Mortality Rate and Neonatal death in mountainous areas and among ethnic minority people by better provision of SM services. MOH expects to have lessons drawn from IU's interventions for further scaling up for nationwide application such as utilization of ethnic minority midwives who have been trained 18 month on midwifery skills to provide SM services, or community-based referral system.

Currently, ethnic minority people, especially those living in very remote mountainous areas, have limited access to safe motherhood services in particular and comprehensive SRH information and services in general. One of the factors contributing to this situation is the limited capacity of the SRH system in providing these services for ethnic minority people due to the current inappropriate service delivery system, lack of cultural sensitivity in programming and shortage of human resources, etc.

Through IU's activities as per AWPs, the support will contribute to improved capacity of the health system to provide SM information and services to ethnic minority people through capacity building and equipment, comprehensive M&E activities and collaboration, better referral system and more culturally acceptable service delivery system.
