UNFPA is working in partnership with WHO and other UN agencies to link and complement UNFPA GBV interventions with those on DVP implementation under agencies, including, ot programmatically JPGE. In 2010 UNFPA will be working with WHO on integrate GBV into existing MOH's HMIS, conducting a qualitative review on GSO/WHO survey on women health under Gender PCG.

Key gaps in achieving MDG 3 in Viet Nam include lack of awareness among women, men, young people on GBV resulting in high social and economic costs to individuals, families and public budgets, awareness on gender inequality as GBV root cause and positive behaviour toward GBV prevention.

 • Lack of men's involvement in achieving gender equality and GBV prevention.

 • Lack of a minimum package on GBV related service for women and young people as part of human rights based approach to providing services to the victims of GBV, which also puts heavy burden on socio-economic development of the country.

In order to narrow this gap this IU focuses on two provinces - Phu Tho and Ben Tre to pilot the following key interventions to provide lessons learned for policy influence, upscaling and expanding to other provinces: Women's empowerment and partnership with men and boys in achieving gender equality through awareness raising using mUuti-pronged approaches.

Increase in health sector response to GBV and improved multi-sectoral coordination for a minimum package on GBV related service integrated at district level, accessible to the victims of GBV in the two provinces.Reaching women and men (rights holders)  through GBV communication at national level and to the operation of GBV interventions in 2 district hospitals, 12 communes.
