Project Description:

Within the broader framework of consolidating peace, the immediate objective of UNDP-UNHCR joint project is to provide a bridging support to the DIS to continue carrying out its core functions (policing in and around refugee camps and lOP sites and to provide security escorts to humanitarian workers) after MINURCAT's withdrawal and to lay the foundations for a larger Joint Program of Assistance to the DIS. With bridging activities, the project will allow to avoid a gap in the DIS operations by immediately providing the necessary gasoline for escort and patrol vehicles as well as generators for the operation of police stations, acquiring spare parts for vehicle maintenance and repair, equip escort staff with necessary personal protection equipments, contract a Chief technical Advisor for immediate assistance in the civilian oversight body of the DIS and a financial officer to be immediately operational when the basket fund will be established for financing the Joint Program of Assistance to the DIS


PBF Priority Area:

To support the Government of Chad's peacebuilding and stabilization efforts in eastern Chad.


PBF Outcome:

Protection of civilians in refugee camps and IDP sites is ensured and security escorts to humanitarian workers in eastern and southern Chad is effective.


Key Project Activities:

1. Procurement, handling and distribution of fuel for DIS vehicles;

2. Procurement and maintenance of fuel distribution equipments;

3. Maintenance of vehicles and generators for police stations and HOi

4. Procurement of spares parts and spare tires;

5. Procurement and maintenance of additional fuel tanks to increase storage capacity;

6. Procurement of personal protection equipments to DIS staff escorting humanitarians;

7. Contracting a Chief Technical Advisor to assist the newly established CONSAHDIS as civilian oversight and coordinating body; and,

8. Contracting a national financial officer to support the administration of the new DIS basket fund managed by UNDP.
