The main purpose of the Civil Society Joint Programme is to ensure that “civil society organisations and structures (including traditional authorities) are strengthened and involved in the development agenda at national and decentralized level” (UNDAF outcome 1.6).

All funds provided were utilized by the Joint Programme to “strengthen the capacity of Government, national and local authorities, CSOs, communities and families to create opportunities for national commitment and an enabling environment for the care and protection of children, the promotion of gender equality and women’s empowerment and workers’ rights, including the rights of people with disabilities”. This has been achieved through activities developed in the areas of institutional capacity building, advocacy and the legal framework and social mobilisation. 

  •  The programme activities were implemented in partnership with 28 civil society organisations which include:  Action Aid; HACI; Soul City-N’weti; CNJ; FDC; FORCOM; GTO; LDH; ICS; MISA; SCA; Sociedade Aberta; UTICT; SNV; MCT; G 20; CIVICUS; GMD; SNJ; ONP; MEPT; PROMUGE; AMJE; CTA; OTM; CONSILMO; FEMA and FORUM Mulher.


  •  MINJUS bears the overall responsibility for programme coordination. However, in 2009 only one meeting was held with the MINJUS focal point for the programme. UN agencies participating in the coordination of this programme include UNESCO, ILO, UNIFEM, UNDP and UNICEF. UN agencies primarily coordinated the agreed-upon activities of the programme through e-mails and telephone, which seemed to be an effective way of keeping staff abreast of developments in the programme in 2009. In 2010, however, increased efforts will be made to convene regular, quarterly meetings among the participating agencies to ensure better information flow and more structured coordination among the agencies.

Participating Organizations are required to submit final year-end expenditures by April 30 in the following year; Interim expenditure figures are submitted on a voluntary basis and therefore current year figures are not final until the year-end expenditures have been submitted.
