The drought has severely affected populations in South Somalia. Cattle and crops have been lost due to the extreme weather conditions and caused a massive loss of livelihoods. Meanwhile, food prices have dramatically increased, pushing thousands of people who cannot afford them into dire economic and nutritional conditions. As populations fled searching for food, water and sources of income for their families and their cattle, Al Shabaab’s decisions have exacerbated the problem. The insurgent group launched threats against populations crossing into Kenya, Ethiopia or TFG-controlled areas in South Somalia. Moreover, it maintained its ban on international humanitarian actors who could not reach the populations of concern. As a result, there are thousands of people in need of support being stranded in insurgent-controlled territories.

UNHCR proposes a fast, flexible and complementary intervention to those by other partners in south Somalia as a response to the drought and famine. UNHCR will focus its enhanced humanitarian interventions in two specific areas until the end of 2011, namely the distribution of emergency assistance packages (EAPs), and strengthened Population Movement Tracking / Protection Monitoring Network (PMT/PMN). These interventions will be implemented within the overall framework of the existing IASC coordination mechanism and recently initiated UNHCR-UNICEF-WFP Tripartite Response.

Through this proposal UNHCR aims to provide 12,000 EAPs to 72,000 persons in Southern Somalia, namely in Bay, Bakool and Lower Shabelle, out of a comprehensive strategy to distribute 35,000 EAP.
