Steering Committee
Responsible for strategic guidance and overall management of the Fund. The Committee is comprised of representatives from the Government of Haiti, donor missions, United Nations organizations, Fund partners and trustees. It provides oversight for resources and approves Fund strategy and policies, along with additional high-level functions.
Secretariat
The Secretariat supports the Steering Committee in the daily operation of the Fund, which may include receiving proposals for review, organizing meetings, drafting minutes, providing public information, and offering guidance to partner agencies on processes and requirements as laid out by the Steering Committee.
Fiscal Agent
The International Development Association serves as the fund’s Fiscal Agent and is responsible for administering funds, assets and receipts, making transfers, and submitting regular reports to the Steering Committee which detail the financial status of the Fund.
Management Committee
Chaired by the United Nations Deputy Special Representative of the Secretary-General/Resident Coordinator and comprised of heads of the United Nations Country Team, the Management Committee is responsible for oversight tasks that include (but are not limited to), reviewing and endorsing programme proposals and funding requests, ensuring conformity of United Nations operations with the government Action Plan for National Recovery and Development of Haiti, and ensuring system-wide consistency and quality control of programmes.
Programme Groups
Programme Groups review programme proposals prior to submission. Groups see to it that projects are aligned with the national Recovery Plan and priorities identified by the Steering Committee, thereby vetting the technical quality of proposals and reviewing compliance with established criteria.
Administrative Agent
Funds are routed by way of a pass-through mechanism. Participating Organizations receive funds through the Administrative Agent, Multi-Partner Trust Fund (MPTF) Office. The Administrative Agent is responsible for the receipt, administration and management of contributions from donors, disbursement of funds to Participating Organizations, and consolidation and dissemination of progress reports to donors.
Participating Organizations
Programme implementation is the responsibility of Participating Organizations. Each organization is programmatically and financially responsible for resources received.
